UPDATE: Is The Long Beach City Manager Being Pushed Out?

Updated 02/27/10 10:45am | Press-Telegramreporter Paul Eakins writes that the Police Officers Association president Steve James has confirmed "he wants to see City Manager Pat West removed. However, he said he isn't trying to sway City Council members in their decision as West comes up for his annual review Tuesday."

That's the big question this morning, after a story by Press-Telegram reporter Paul Eakins was published last night that indicates a growing movement within City Hall and the Long Beach Police Officers Association to fire City Manager Pat West or call for his resignation.

The City Council meets in a closed session on Tuesday to review West's performance, and Eakins says that's where the threat could become real. Any vote would be confidential, but if it's successful then the votes would be made public.

It was no secret that Long Beach officers felt jaded when West decided to expand the search for a new LBPD Chief to include candidates outside of the department. By nearly all accounts, the choice to select former Los Angeles Police Department First Assistant Chief Jim McDonnell was a steal, as McDonnell is seen by many across the country to be leading authority on policing and a perfect fit for Long Beach. But the decision rubbed some Long Beach officers the wrong way, and Eakins describes some instances in which West may have made enemies on the City Council as well.

"I do know that there is something going on and I think it is serious," [Mayor Bob] Foster told the Press-Telegram about the rumor that has been circulating for months. "I have had more than one council member talk to me about it, indicate that there is an effort to remove Pat."
West was appointed to the City's second-most prominent position in mid-2007 by Mayor Foster himself. The Mayor defends West fiercely in the Press-Telegram piece.

Pat made an excellent decision to expand his search outside of Long Beach PD. By doing so, he found a great police chief for our city that would have otherwise gone unnoticed. He's only doing what's best for the city and most residents think he's doing a great job. His decision was well-intentioned and he does not deserve to get fired.

Again another example of the criminal element that has taken over the unions in CA. Give me a break, have the guy removed because he didn't do what the LBPOA wanted! Disgusting! It is hard to please everyone all the time. Pat West does a great job and he makes tough decisions for the good of the city without taking any special interests like unions in mind. If people like Tonia uranga and patrick O'donnell would do the same, we would have a much better city.

I hope our City Council will give Pat West the vote of confidence that he deserves. We're in a fiscal crisis, and he's got the guts to do what any "good businessman" would do. Don't spend what you don't have! As far as the Chief of Police situation, I can understand some bitterness on behalf of the POA, but the decision's been made. It's time to move forward, and all work together to do what's best for the City of Long Beach, and it's citizens who foot the bill.

We've heard from the Mayor and most of the Council but I think it'd be wise to hear directly from Steve James on this story since, according to the Eakins piece, it's the POA or, as is more likely the case, the Political Action Committee of the POA, that's supposedly supplying the pressure and encouragement to have Mr. West removed.

Quality, independent leaders inately know when to let the pros operate. Those who are beholding to special interests, unions in this case, will never make independent decisions and will continue to fear loosing power to the pros that they have hired. Unfortunately, many members of our City Council are not quality, independent leaders.

Patrick is trained by the Lowenthal's. If you like a Socialist state and city these are your choices. I can think of a few reasons that Pat West might be in trouble (the whole Beck debacle comes to mind), but hiring a police chief outside of the LBPD is not one of them. In the "real world," where I guess the POA doesn't operate, you rarely get to pick your own boss, and quite often it is not one of your fellow co-workers. I'm not sure why the POA thinks they are so special in personnel matters.

If they do fire him, I hope they hire a Long Beach resident to replace him just like with the new police chief. We need more residents in positions of power so employees are aligned with residents' interests.

This is just another reason why the unions should have to register as lobbyists; trying to get rid of a city official is pure and simple lobbying, and it has nothing to do with contract negotiations. Make the POA register.

C'mon guys, the real problem here is an outdated City Charter that gives control of the City to the City Manager. The Mayor doesn't even have a vote on City Council; the entire Council is weak and they only get paid to work part-time, which is a shame because Long Beach deserves full-time attention! These Charter rules were created when Long Beach was a much smaller community, still "Iowa by the Sea" and easily managed by a Manager system. Since then Long Beach has changed...but this management system hasn't...so we're stuck with ineffective Council, weak Mayor, and a bulldog Manager. Who runs this town, then? The voters? Puh-leeease! We got to change the Charter to prevent ruptures like this down the line. I personally think Pat West made the right decision this time also (I still think he should have fired Craig Beck), but under this Charter system, he must face the most severe punishment for unpopular decisions. We have better options...!

Are you kidding me? Pat West exemplifies whats best about our city. He has worked hard with a dsyfunctional City Council to guide us through the worst fiscal crisis in our history. He has managed to lift the service level of every department in the city. He has remained steadfast in his commitment to provide the kind of city services people need and want. He has thought out of the box on redevelopment projects and he has raised the bar with the LB Police Dept by steering away from nepotism and hiring the best possible canidate for the job. Our few disgruntled City Council members with West's performance should really be asking themselves "what have I done lately" ?

Who is running the city, the police union? I don't think so. We needed to keep an open mind and seek out the very best and that is what the city manager did. Closed minds and inside choices are the beginning of a Chicago type organization. There is no room here in Long Beach for a union /corruption /one party/ mind set and that is what the union is asking for. When you do not keep the doors open when hiring, you create a dangerous situation that is ripe for corruption. Push to have the police union change their union president.

I think West chose the best possible candidate for the police chief position. If the actions of the POA are representative of the LBPD officers it is quite obvious why he looked outside of the department to find the next chief. The POA is behaving like a bunch a girls.

So Pat West did what was right for the city, secured a fantastic new police chief and for his efforts he may lose his job? Sounds like sour grapes to me. I'm confused, are the Council members and LBPOA public servants are are we here to serve their ambitions?

Everyone seems to be commenting that the City Manager should be left alone to do his job; however if his job includes lying to the Deputy Chiefs from LB about the process of recruiting a Police Chief shouldn't he be held accountable? The focus is not the new Police Chief - everyone agrees that his quals are second to none and that it was a good hire, but it was the process that was the problem. Mr. James is basically speaking up for those internal candidates who were not given their proper respect for their years of service - whether that calls for the CM's firing is another story, but at a minimum on Tuesday his review of job performance should point that out. The process was poorly handled by all accounts.

Both Pat West and the mayor are looking out for the good of the entire city unlike many of the members of the city council and the POA. The mayor and city manager are working with a council which is very juvenile and interested in their own individual agendas. I am very happy that this council is not full time. They would have more time to screw up this city with pushing their own or union lobbists interests on the citizens of this city. The mayor should not have to be heavy handed but he has little choice given the actions of many of the council members and their union supporters.

Pat West is the best thing that has happened to Long Beach i a long time. Remember, this is the same crybaby police department that also wants to get paid for shaving, putting on their clothes and working out. I hope the City Council has the good sense to give Pat West a strong vote of confidence.

The POA lost a lot of credibility with me when they sued a financially strapped city for not paying them for getting ready for work. On the other hand if Mr. West was not upfront and honest through this process and if he had a previous personal relationship with the new chief he should be called on the carpet and made to explain his actions. This explanation should not take place in closed session.

If true, this is another reason for Steve James to go. Isn't this the same guy that was in bed with Dan Baker while Baker was voting on public safety issues and police contracts. The LBPOA needs to boot this guy. Strong arming and black mailing the City Manager is just corrupt and unethical, but for the Police Association head to do it cause for very serious concern. I don't agree with all the decisions made by Pat West, but he has my full support.

PaT West should be awarded with a metal for doing the right thing. Getting the best Police Chief possible for the City of Long Beach. He made an outstanding selection and I totally concu with the selection of an excellent choice. The council should be greatful for his actions.

C.W. - POA didn't sue the City - officers did. LBfereva - you mean to tell me that of the six internal candidates they didn't have one that was strong - please - Bottom line - West didn't play by the rules established for recruitment and certainly didn't handle it the right way with his own people - regardless of whether or not the new Police Chief is the best that we will ever have - following the process is important - should be noted that LB still doesn't have a HR Director nor Fire Chief - what kind of processes do you think candidates are going through with those positions. If the same way as Police Chief then you have a bigger morale problem.

Time after time i have read these articals blameing the unions for the sun rizeing as well as setting. obviously if i were to ask the folks with these union hateing opinions whats their slant; They would have none... Duh... You people just don't seem to get it. Unions are what made this country great. Yes, i said that. Without them, There would be no middle class, as we now know it. Mr.West performed a great service when he allowed canditates from other police departments to apply for the Chief of Police position. He should not be criticized now for his efforts on behalf of the City of Long Beach, nor threatened with removal from office!

THE POA is completely out of control. The Police Officers think they run this city and it is just their piggy bank. It is time to reduce their retirements to be in line with the rest of the city employees. I don't understand why we have over 100 officers making over a hundred grand a year with overtime - give me a break!!

In Long Beach the public employee unions of police and fire clearly have gone overboard. Get a spell check too if you can. Regards.

Rudy, we do not need fulltime city council members, that would be a disaster. A few more 100k plus pensions for us taxpayers to pay, full-time union pols sinking this city further into debt...not a good picture. Rudy is spot on. I like Pat a lot, but the truth is, he is exercising power beyond an acceptable level for a democracy. I like Craig too, but the two them worked as quite a team in terms of implementing their priorities with little to no input from the public. The police chief matter is just another in a long line of concerns. It really is not the main concern nor issue - but it may be the straw that breaks the camels back. The issue of 'process' on nearly every front should be a concern for anyone that believe we live in a democracy. The city council should be charge, directing the actions of the city manager if they could get through the pettiness, infighting and disfunction. Between the city manager and the mayor the council doesn't have a prayer to lead anyway. Pat worked in a small town where he could make all the decisions with no problems with great results. Long Beach is a large city with an active public and specific and necessary processes and considerations. If you haven't noticed the public has been eliminated from having a voice, valid input and consideration and due process. Fees are through the roofs, input to planning and redevelopment processes have been effectively stifled. The public is being played, unfortunately.

Pat West is a fine example of a City Manager with his innovative ideas and forward thinking. He is very community oriented and solicits the input of Long Beach citizens. West has been the most approachable CM in my 25 years of living in this City. However, if he is allowing undue influence by the Mayor and disregarding the wishes of our nine-member Council, his modus operandi needs to change. If this is truly about a union, no lobbying entity should have the power to oust a city manager because he makes a decision on behalf of the citizens of Long Beach. I hope that this Council does not throw the baby out with the bath water. I believe it would be in the City's best interest to keep West on board for another year but strongly remind him of his primary responsibilities to the representatives of the taxpayers.

The danger level is very modest and these guys choose their job. The budgets cannot support this insane pension sceme created by the unions、.

Whose in Charge
Every manager should have a thorough evaluation periodically. I'm not sure the last time this happened with West, but it doesn't necessarily have to be a bad thing. Upper management will either be on board with the decisions that have been made, or not. This is the council's and mayor's perogative. I agree the unions have taken their interests to an unhealthy level for government and truthfully for democracy. They have more pull than the public in many instances. They have trumped the people's voting power and continue to meet their own needs at the expense of public interest. That is the union's perogative. It is clear the current system is a house of cards and can not sustain itself financially. It has to change. Participation by unions in elections should be strictly monitored and limited. Back to the matter at hand. With Pat and Craig they took expediency to the point of exclusion. This may be doable in business, but not in the public sector. Look at the planning process. In the prior model, the terrific level of interaction with the area planners was helpful and truly engaged the community by having area planning bulletins and having the specific area planner regularly meeting with community groups. Now the public is lucky if they hear about 95% of the matters that may adversely impact their area. Most decisions are made at city hall by a couple of administrators and a rubber stamp with little to no consideration of the impact to areas. The pesky public has been effectively eliminated, city hall has less work to do on behalf of the public and it costs less. The adverse issues are a continual degrading of quality of life in the neighborhoods, a public less engaged and disinterested, and less apt to take actions necessary to improve their corner of the city. When people find their voice no longer matters they disengage. It's subtle and probably not even noticed by those that barely participate in the community otherwise, but to those that it matters, there is less of a voice, and we have been systematically cut out of important public processes. City management will listen, but they usually do not hear - or they do and do what they what they want to do anyway.

Any councilmember that actually believes the City Manager should only do what each says should go audit the CSULB Intro to Gov 101 course. Why is that silly logic even ...logical??!!?? Perhaps LBPD is out of line, but the truth of the matter is that there is something rotten in the way West has managed LB. There is a small core group of folks at "the top" who work for our city who are not always looking our for our citizens' best interests-- they are looking out for each other. West is part of this group. He needs to go. I have a whole list of names who should go with him, but I'll save those thoughts for another time.

I'd be afraid of switching horses midstream with major budget issues to be resovled before the beginning of the next fiscal year, October. IF the Council is not happy with Mr. West's performance, they should simply not renew his contract come Sept. This would allow the City to properly focus on the budget and then could start the new fiscal year in a new direction with a new City Manager. Mr. West is a very bright, nice guy and tries his very best but is in way over his head as City Manager of a city as large and complex as LB. As City Manager of Paramount, Mr. West had no real experience in dealing with the vast majority of the operations he is now in charge of in LB. No experience in police, fire, library, beaches, airport, utilities, marinas, health services, planning and building, etc. And in the areas he did have experience, not any where near to the complexity of LB. So the City Council is ultimately at fault in his hiring. They wanted someone they could bully over someone that could professionally and capably run a large city. I wish the City Council had annual Citywide reviews so we could dump them much more easily.

Maybe the esteemed "leader" of the LBPOA would be happier if the Long Beach Police Department was totally dismantled and replaced by the L.A. Sheriff's Department......he is certainly heading down that path, what with the frivolous lawsuits being filed against the city (being PAID to dress for work????) and now, his displeasure with probably the best city manager this city has had in years? This is not a POA issue and it is not a Police Chief selection issue. However, THAT is what Mayor Foster wants people to believe so he can maintain Pat West as City Manager and the power structure he controls. The real issue is West's poor track record as our City Manager. Mayor Foster has attempted to direct people's attention to the POA so they will not talk about the $20 million loss to Lehman Brothers, the library closure fiasco, staff demotions and resignations, influence peddling to staff members, the wetlands fiasco, Long Beach's dire economic plight and many other blunders under the direct control of Pat West and ultimately Mayor Foster.

Mr. West chose an off-the-charts excellent chief of police for this city. He should be commended for his choice-- Even under pressure from the police union, he stood his ground. Triple kudos to him!! The residents of this city have had it with the bullying from the LBPOA. If this man is fired because of pressure from them this city will be up in arms. And as for those idiotic council folks who don't have the necessary equipment to stand their ground-- we'll know who you are. WE get to re-elect you or choose someone else in your stead. Pat West made an excellent decision. We have excellent people to choose from, that is a fact. But, who would you choose, when all are the best? I think Pat West made a wise, grown up, decision; one that was difficult to make. We need to support our new Chief(and give him a warm welcome), our City Manager, and our Police Department. all of which are very qualified individuals. We have the best, let us show it by our support and a lot less criticism. To some people that is all they know how to do, is criticze no matter what the subject or cause. I am curious, who would you have chosen?

I don't understand why Steve James would go after Pat West in such a public way. James was extremely upset with the hiring of McDonnell because he saw it as West grinding an axe against James personally, even though I understand he respects McDonnell and will work with him. So what happens if West is affirmed, and James takes a second fight in the loss column? I would rather see the POA retain its dignity in these matters.

Whatever you like or not about Pat West's job performance, the issue is that we cannot allow the police department to dictate to us how we will police ourselves. The police work for us. West, through the mayor and council, is our man. The people with the guns need to be kept in their place. History has shown that when you lose civilian control over an armed force, the civilians are in trouble. The POA needs to be nuetralized. Our own police force is suing us so they can get paid for dressing. Now thet want to tell us how to run our city and whom to hire to manage them? Slap these punks down hard!

Cars and houses and especially hooters are huge! I thinks it's sad that "tall people" with short members have to make up it for it by driving monster trucks and straight-piped Harleys and picking on "short people".
